AEPC Offset Project
Execution for Obligors

AEPC is a trusted global partner for completing offset projects that require equipment or facilities upgrades. Historically, companies that incur obligations (obligors) don’t typically have a full time Architectural and Engineering group that performs international design and construction management; AEPC provides that outsourced role. AEPC’s model is to develop a top-level local team to carry out the design and construction with AEPC technical over site, utilizing Independent Technical Review (ITR).

AEPC is a risk-sharing partner. We do this through lump sum contracts that allow the obligor to lock in their budget. AEPC understands the low multiplier of equipment and facilities upgrades, therefore keeping costs as low as possible while also providing strategies to get the project approved.

This model serves the project benefactor by proactively reducing risks, including potential language and customs challenges and identifying potential design and construction problems while presenting alternative solutions to the design throughout the process. Our technical engineering and international project management expertise allow us to identify and document risks, establish effective mitigation strategies, and present technical bases for comparison of competing design alternatives.

Offset Project Funding for Benefactors

With the many different funding options available specific to each project’s needs, AEPC will collaborate with global clients to identify projects and plans to implement them, and present the most viable options to secure the funds for successful implementation.

Local government support and foreign partner participation can supplement the local principals’ investment in the project. There is also potential funding utilizing the local government’s industrial participation or offset programs, where large international sellers to that government take on an obligation to assist in projects that benefit the local economy. AEPC, partnering with Global Trade Solutions, Inc. (GTS) and other Offset consultants can work with these obligors to enable funding in exchange for offset credit recognition.

Site Survey & Offset Project Development

AEPC’s senior management teams are available for an on-site consultation to collaborate on future project visions and objectives. AEPC will perform a complete site survey resulting in an estimated project cost that will be used to quantify project costs in offset credits. Or, as a benefactor, AEPC will then help find an obligor to fund the project.
